Leroy Looper was awarded the NEN Hall of Fame Award for his work in improving the quality of life and commitment tothe residents of the Ternderloin neighborhood. Leroy was often referred to as the father of the tenderloin for his outreach to members of the community and provision of affordable housing in the area.
